The ransomware creates a startup entry so that it could spawn its processes prior to any other program. To make things worse, it  tries to prevent user from accessing the desktop and the web.
The popup says your PC has been locked due to the violation of federal laws, namely for visiting sites containing forbidden materials such child abuse, zoophilia, porn.
It is not necessary to  reside in the US to get infected and deal with the ransomware. Hence removal of Computer Crime & Intellectual Property Section, United States Department of Justice popup is a worldwide issue.
